I just did my first fuel filter change. Didn't have to remove inner fender panel. Used a strap wrench. It was a tight fit to remove and replace, but it was definitely accessible from the top. Found the strap wrench at Auto Zone. It is made by "OEM Industrial". Part number is 25079 and sells for under eight dollars.
