power steering growl

After replacing my 6.2 with a new block and converting to a serpentine system my hydroboost steering growls even after much work ie: new reservoir kit, lines, purging system. On my old system I put in a new pump and it was fine. Do these pumps go bad easily? I have two lines not the four lines on my 1983 Allegro motorhome. After a great engine from Diesel Depot a year ago I am still fighting the steering growl.

Is this the low power steering fluid sound, or a vibration sound? I've found that the powersteering doesn't work well unless the belt is really snug. This is especially the case if there is only one belt going around the power steering pulley, verses having A/C belt too.
