No start

New long block install. Fresh fuel, Lift pump providing 12oz/15 seconds, fuel to all injectors, all glow plugs cycling and causing voltage drop. Able to get rpm increase above normal starter rpm once. After many attempts getting "Water in Fuel" light, bleed water drain-no water, changed filter-still have "Water in Fuel"light. Have not front cover off yet to re-check for 180 out on timing. Appreciate any advice.

Definitely check the timing, are you seeing fuel vapor spraying out of the glowplug port (after removing a GP) when cranking? What is the condition of the IP, did you check the shutoff rack is working correctly and not sticking on slightly?
