Starter not engaging

The starter is new and has been benched checked and I have 2 new batteries , Where should my next check been, any suggestions, Thanks Bob

From your other post you have a 1983 Blazer with the diesel engine.

The ignition switch can get funky with age. Others have told me that it is at the BOTTOM of the steering column, and activated by a rod from the key position on the TOP of the column.

Can you get the starter to spin if you jump the terminals on the starter solenoid on top of the starter, with it in the truck? For diagnosing starter problems, it is useful to pull off the PINK wire on the top of the DB-2 fuel injection pump. This will prevent the engine from starting if it does spin over.
