injection pump

Is it normal for fuel to come out of the pump fuel return fitting when running and return hose from injectors off ?
I thought it was a 1 way valve ? in from injectors only.

Excess fuel from inj pump is also returned to tank, to allow hydraulic-operated advance system.

The return lines from the injectors and the inj. pump all flow to the tank, not back into the inj. pump.
