I was wondering is there any way to check the controller with a test meter?

Go to the ON-LINE TROUBLESHOOTING MANUAL (http://www.thedieselpage.com/members/guide13.htm) Chapter on the 1985-1993 Glow System. It tells you what voltages to expect on each pin during the glow cycle.

check the wiring i have 12v at pin E not D can anyone tell me whats going on? When i turn on the key i get a weak wait light ans only 2-3 volts on the glow plugs

The current supplying the weak indicator light and low voltage to the glow plugs is supplied THROUGH the internal solenoid connecting the large studs of the controller together when activated. There should be full battery voltage to one stud on the controller, and full battery voltage output from the other stud, to the glowplugs and indicater light when the controller is activating the internal relay.

You may have a bad connection in the source wire from the battery, a bad controller (internal relay), or a bad fusible link, or other bad connection in the harness to the glow plugs and the indicater light.

You will likely find your problem in the high current circuit involving the 2 large studs of the controller, rather than the multi-pin connector.

(When dealing with these circuits, always check all the engine grounds, also!)

but do you know why I'm getting 12 volts to pin E and not pin D
