6.2 controller problem

this 83 chev has had 2 controllers and glow plugs in the last 18 mos. it belongs to my neighbor and im trying to help him. ive ordered a delphi controller, but im wondering what the problem may be . the relay wont close and the glow plug light on the dash wont come on. any ideas?
