To heat or not to heat...

For my fuel filters, I think I have decided to run two Racor 645 units - one with a 10 micron filter before the lift pump, and one with a 2 micron after the lift pump (If anyone sees any flaw in that design, please speak up). The question is whether or not I need to run a fuel heater. I live in the Seattle area, so we're not talking extreme cold, but are the winters here cold enough to justify a fuel heater?

I'm running a single 2-micron 645 after the lift pump and never had a problem without a heater this past winter. We had quite a bit of cold weather in NH, with air temps at night dropping into the -20F range.

Is the 2 micron filter placed before the pump to restrictive?

The idea is for the 45 micron filter to catch the "rocks and rats" (terminology from big stationary diesel industry) and give the pump the protection it needs. Then the 2 micron filter does not have to deal with all the bigger stuff, and will not clog as fast. If the 2 micron were used alone, it would need replacing very frequently.
