Not enough toe-in will cause oversteer and wandering on the highway, too much degrades hard cornering ability.
Poor caster from saggy springs can do it too..I believe.
The Toe-in is easy to check with a tape measure and a helper.
You should see decent results at 3/16"..else something else is wrong.
but I use less toe-in for better tire wear and cornering.
