which tool for adj timing offset?

Hi guys having a problem finding the right scanner/programmer to adj timing which ones will work. right now static is 3.3 and offset is -1.4
is the static ok I would like to get the offset to -1.94. Any help is gratly appreciated. Thanks cudaaa
