I'm getting ready to replace my original harmonic balancer with a Fluidampr unit. Is it recommended to replace the harmonic balancer bolt at the same time or can it be used more than once?

The bolt can be used more than once, and is most often. If yours is original, I would probably replace it, but if it looks good, just as probably reuse it if it's too much hassle. Toss a coin, if necessary.

I would caution against using the bolt to pull the damper onto the crankshaft. It could strip the threads in the crank snout. Instead, use a crankshaft damper installer like this one, which you can make. You will need a short length of steel pipe to use as a spacer.
