Has anyone heard of the fuel filter container actually breaking? My mechanic said that he suspect that it is broken. My idea is that the three hoses that connect to the filter housing are leaking. Either way I have a river of diesel fuel running down to the starter and below. Anybody ever replace a broken filter housing?

They break, usually around the heater element.
However, if you have fuel running down the passenger/right side, it may not be the fuel manager. The valley usually drains on the driver/left side, but can make a mess on either side if it's enough volume of fuel or the drain is plugged. More likely an injector return line or termination cap if the starter is getting wet with fuel.
If it's a '93 or earlier, it could be the IP throttle shaft seal. Not usually a heavy leak like you described though.
