Where can I plumb a fuel gauge in ?

The easiest (and temporary, if necessary) is the water drain hose (T valve at the thermostat housing). Otherwise, you can Tee into any hose between the filter and IP, or into the line between the lift pump and filter. Before the filter will measure filter restriction as an increase, while after will measure restriction as a decrease (differential pressure). Ideally, both gages are best, which will indicate fuel filter state.

About what psi should I have ? I'm wondering if I am losing fuel psi at higher rpms and causing my boost dumping issue ?

No. Fuel pressure will not cause boost pressure dump. You should have 4-10 PSI at idle. Any positive pressure under any circumstance is acceptable. The pressure should not be below zero under any circumstance.
