Fuel leak

I have a 95 6.5TD with a bunch of fuel under the intake at the back of the injector pump. Any ideas? Do I have to pull the intake?

Probably the fuel manager. Start looking there (and you don't have to remove the intake....yet).

Your surging start-up is most likely related to the fuel leak. Fuel leaking out is air leaking in, which will almost always cause a rough start.
