If it was me I'd knock out the block heater and replace it when I did mine at about the same number of miles as you are and my block heater was seeping. They do not cost very much IIRC about $15 - $20.
Access the block heater through the left front wheel-well.
Loosen the bolt and then use a long punch to to tap it sideways then grab it with a vice grips and they pull out easy.

There are block drains on the diesel engines, but in its wisdom GM covered them with the motor mounts !!

The white arrow points to an auxiliary drain I had The Diesel Depot add to my SAA engine. The OEM drain is just to the right, partly covered by the motor mount.
Your system holds about six gallons. I, too, drill a 1/8" hole in the thermostat to help bleed the system, so of course I think that is a great idea in our engines.

On a 99 you should have a plug on the drivers side near the block heated that you can get to. Passenger side is like Doc Lee stated.

I went to look at the truck in anticipation of changing the coolant. I just realized that there is no cap on the radiator? I hear people saying they change the coolant my siphoning the coolant out. Do you snake a small tube from the reservoir, down the big tube and into the lower radiator hose? I'll never understand why they stopped putting a simple radiator cap on the radiator....
Thanks for any info, trucks a 1999 Sub 2500.
