removing underhood fuse relay center

I need to get to the underside of the fuse/relay box that is under hood on my 98 c2500 6.5 diesel. There are four rectangular holes where you use some sort of tool to release the tabs so that you can turn it upside down. The box remains in place.


Anyone know how?
