Depends on what you mean by "frozen". If it is indeed "frozen", warm it up. Use a blow dryer or park the truck with the lock in direct sunlight or a warm area.
I don't think that was really what you meant. If it is "seized", it's probably due to corrosion and/or debris contamination (including insect nesting). Is it the plug, or the lock cylinder that's seized? Either way, soak it with WD40 and "tap" on it with a wooden dowel (sawed-off broom handle, etc.). Don't force the key too much, or you'll be short one key.
