Waste gate actuator ?

On my 95 6.5L turbo. The waste gate accutuator. Does it suppose to have a spring in it? The drawing on all data suggest it may have, but it is not difinative. Getting code when heavy throttling going up hill. Code goes away after shut down and restart. Have good vaccume to acctuator. But nothing to indicate a push in opposite direction. Hence the Question (The waste gate accutuator. Does it suppose to have a spring in it?) Thanks, George

No spring. When the engine is off, you should be able to easily move the waste gate rod back and forth. With engine idling, you should not be able to move the rod.
