Final CMAQ Guidance Published in Federal Register

The Department of Transportation’s Federal Highway Administration (FHWA) published its final guidance document for the Congestion Mitigation and Air Quality Program in the Federal Register on October 20, 2008. Under the final guidance, FHWA decided not to modify the savings clause or priority language for diesel retrofit projects, but did remove a controversial appendix from the draft guidance, which calculates cost-effectiveness of such projects. Instead, the final guidance refers readers to an EPA cost-effectiveness document that was developed after the publication of the interim guidance. California Air Resources Board Releases Latest Version of Proposed On-Road Diesel Rule
Last week the California Air Resources Board published the latest draft version of its two new regulations for on-road heavy duty diesel vehicles. These regulations require the installation of diesel particulate filters as well as fuel efficient tires and aerodynamic devices on long haul trucks. Exemptions are made for small fleets. Comments on the latest draft can be submitted until the Air Resources Board’s December meeting when these rules will be considered.
