Diesel Fuel Prices Coming Down - Under $4.00/Gallon
Diesel prices continued their downward slide, falling throughout the U.S. as the average U.S. retail diesel price slipped below $4 a gallon for the first time since April 7. At 395.9 cents per gallon, the national average price reflected a cumulative drop of more than 79 cents from the all-time high set on July 14. This makes the average price spread between regular gasoline and Ultra Low Sulfur diesel fuel about 32 cents per gallon on a nationwide basis.
As refineries recover from Hurricane Ike, crude processing and pipeline shipments are expected to increase steadily back to normal levels as electrical power supplies come back online. Distillate inventories and supplies are in better shape than gasoline, which is experiencing shortages in the Southeast, but tight nonetheless as a result of the hurricane.

Congressional Testimony: Clean Diesel Record of Continuous Improvement Heard by U.S. Senate Committee
The Diesel Technology Forum testified before the U.S. Senate Environment and Public Works committee on the continuous improvement of diesel engines and fuels, through meeting new engine emissions standards and innovative and collaborative approaches on reducing emissions from existing engines and equipment, including partnerships with other stakeholders.
As Clean Air Act regulations tightened over the last eight years, engine manufacturers, fuel refiners and other industry stakeholders met the challenge of transforming technology and fuels to clean diesel.

European Parliament Upholds CO2 Emissions Limits
Last week the European parliament voted to maintain existing laws requiring automakers to cut CO2 emissions to 130 grams per kilometer by 2012 and 95 grams per kilometer by 2020. Automakers will be charged 95 Euros per gram of CO2 emitted per kilometer per car over the limit. EPA Announces First DERA Grant Winners
On September 24 the U.S. Environmental Protection Agency announced the winners of its SmartWay Clean Finance Program. Altogether three organizations were selected to help small trucking firms lower their fuel costs and cut their carbon footprint. The three winners: Cascade Sierra Solutions; Innovative Financing OOIDA Foundation; and Community Development Transportation Lending Services, Inc., all received $1.13 million. EPA simultaneously announced that it would begin disbursing $14.8 million for State Clean Diesel Programs. All 50 states will receive awards, with 35 states offering matching funds.
