New EPA Emerging Retrofit Technologies Announced
This month the U.S. Environmental Protection Agency identified the first three technologies which are eligible for grant funding consideration under its Emerging Technologies Program (ETP). The ETP supports the development and commercialization of new, cutting-edge technologies that have not yet been verified or certified by EPA or the California Air Resources Board (CARB). State, local, regional and tribal governments as well as non-profits may apply for grants which use these technologies in truck, bus, marine, locomotive and other non-road engines. Grant proposals for the $3.4 million available under the program must be submitted by September 21. The initial three technologies include Caterpillar's 3500 Marine Emissions Upgrade Group; Johnson Matthey's urea-based selective catalytic reduction (SCR) system for on-highway applications; and Nett Technologies' BlueMAX Technologies - a urea-based SCR system for non-road applications.

DTF Submits Comments on PM, Emissions and Goods Movement to California Air Resources Board (ARB)
DTF filed comments with California's ARB stating that there is a fundamental need to revisit the estimates of diesel particulate levels and risk currently used by ARB in decision making. To support this statement, DTF attached the emissions inventory research conducted by Sierra which demonstrates the declining level of diesel PM in California's environment.
The Forum's comments highlighted the considerable changes in diesel fuels, engines and after-market technology that have taken place over the past two decades. To provide additional perspective, DTF noted significant accomplishments including the comparison between a 2008 model year clean diesel truck and one manufactured in 1988, noting that today's model has 1/60th the levels of particulate emissions.
In addition to DTF's response, the Engine Manufacturing Association submitted detailed comments citing an independent air quality scientist who also critiqued the current ARB approach.

Diesel Technology Forum Briefs Capitol Hill
Clean diesel fuel and engine technologies will play a critical role in America's effort to reduce petroleum consumption and CO2 emissions, experts agreed Thursday during a panel discussion on Capitol Hill. Diesel-powered heavy-duty pickup trucks produced from 1994-2007, for instance, will save the U.S. 48 billion gallons of fuel over their useful lives - the equivalent of taking 7.5 million cars off the road, said Kevin McMahon, managing partner of The Martec Group.
