95 ECU into 96 Truck

I have a 1996 ck 3500 w/6.5 td. Very unhappy with my inability to reprogram the ecu chip or replace it with a performance one as it is soldered in. The 1995 ecu is a plug in chip. Are these replaceable with each other? Does anyone make a system to reprogram the one I have with my laptop?

Actually, if you have the equipment, the 96 and up (ODB II) ECU is easier to program. you don't need a special prom burner. Try this thread (http://www.thedieselpageforums.com/tdpforum/showthread.php?t=27614) for more info.
