Nationwide ULSD Roll-out on Target
Just over a year and half after the October 2006 nationwide rollout of ultra-low sulfur diesel (ULSD (http://www.dieselforum.org/lists/lt.php?id=eUUCU1JTWAhIXQ1ECAJYVwI%3D)), a recent survey reports that over 96% of stations are dispensing the cleaner diesel fuel in the U.S. Refiners reduced the sulfur content in diesel fuel by 97 percent from 500ppm sulfur to 15ppm and pump testing shows the average sulfur content of pumps labeled ULSD was 7.1ppm. While proper labeling of the fuel remains a critical issue for use in the 2007 and newer engines, the study showed the fewer than five percent of pumps were either not labeled or labeled incorrectly.

Biodiesel and Renewable Diesel Tax Credits Extended
On May 15, the House Ways and Means Committee approved the Energy and Tax Extenders Act of 2008 by a vote of 25 to 12. The legislation creates a new $1.01/gallon tax credit for cellulosic biofuels and extends the $1.00/gallon production credit for biodiesel and renewable diesel fuel made from biomass. In addition to this extension, the bill eliminates the requirement that renewable diesel fuel must be produced through a thermal deploymerization process, but notes that diesel fuel created by co-processing biomass with other feedstocks would be limited to the $.50/gallon tax credit for alternative fuels.
Georgia Provides $250,000 to Match CMAQ Funded Retrofit Projects
On Wednesday, May 14 Georgia Governor Perdue signed the FY2009 state budget which included $250,000 to support school bus retrofit projects. The funds will be available to financially constrained school systems who need a 20% match to access Congestion Mitigation and Air Quality funds which have already been awarded to the Environmental Protection Division to reduce school bus emissions.
Minnesota Governor signs new B20 Mandate into Law
On May 13, Minnesota Governor Pawlenty signed the Omnibus Agriculture and Veterans bill which will accelerate the state's current 2 percent biodiesel mandate to 20 percent by 2015. Interim steps require an increase to 5 percent in May 2009 and 10 percent in May 2012. Fifty percent of the biodiesel must be produced in Minnesota and 5 percent of the feedstock must come from a non-agricultural feedstock such as algae, waste oils or animal fats.
