Code 231 and ops switch question

I have code 0231. Does the ops switch set this if it's broken and does that stop the IP from working thus not starting?

I don't have references showing the cause of that code, but no, it will not keep the engine from starting. The engine should run pretty good even if the lift pump is not running, as long as the fuel filter is in good shape and the broken pump is not obstructiong flow (it shouldn't).
