Is it charging after 15 seconds? If so, it sounds normal. It's cold, and the glow plug cycle will draw a lot of current, even after the engine is started (afterglow). If it is taking longer and longer as time goes on, your batteries could be on their way out, or the alternator could be getting tired. Either way, the low voltage condition is normal immediately after a cold to warm start, and can be more or less, depending on the ambient temp and the temp of the engine. The loss or poor connection of a ground can exaggerate the condition, but usually comes with other issues (like slow cranking and strange, unrelated DTC's).
