Is there a link or instructions out there to mod the headlights on a 2006 Silverado 2500HD so that all the lights are on when you go to high beams? I hear lots of talk but my searches have come up empty?

The simple installation of a diode will do this. I will not go into detail, as I recommend against you do this for a couple reasons. First, the OEM harness is marginal at best for OEM lighting, let alone additional load on the same circuit. Second is the headlamp switch and integrated relay. They also are not up to the task. You can find an inexpensive "quick fix" that will work, but will, after a time, very likely leave you with no headlamps when you need them most. Find an additional harness with relays and the diode, and you also get the added bonus of brighter lighting. The independent harness receives its power directly from battery voltage, only needing the OEM harness/wiring/relay to power the relays of the new harness. Kennedy offers a custom harness, and, IMO, is the best option. It has relays independent to each circuit, ensuring no complete failure. A failed relay causes the loss of only one side. Installation is simple with complete instructions. I have one of these on my '01.
The method I used on my 03 for an All-Head-lights-On mod was to wire the high beam dimmer switch (DS) to the BCM Flash-To-Pass (FTP) input. Pulling back the turn signal lever momentarily turns on all four headlights. This momentary FTP switch applies a ground to the FTP input on the Body Control Module (BCM), which in turn activates all 4 headlamps. Pushing the turn signal level forward activates the high beam DS and applies a ground to the BCM DS input, which turns on the high beams and turns off the low beams. When the turn signal is pulled back in the low beam position, the switch is open and the BCM DS input is also “open”. Since the FTP and High beam DS positions are mutually exclusive, rewiring the BCM FTP input to the DS will cause the all-4 headlights to come on when the DS is in the high-beam position.
Per the HELMS Factory Service Manual (http://www.helminc.com/helm/homepage.asp?r=) for my 2003 2500HD, the DS and FTP wires are located on two separate BCM connectors. The BCM is located directly below the steering wheel under the dash. To access the connectors, remove the black plastic air duct and strip back some tape on the wire harness. The DS input is Pin B9 with a Light Green wire on the BROWN C3 Connector. The FTP input is Pin A2 with a Yellow wire on the BLUE C4 connector. To access these wires disconnect both battery ground cables and remove the BCM connectors. The pin numbers are labeled on the back of the connectors. Each connector has more than one yellow and green wire so it’s important to remove the connector to get the correct pin/wire. Once the connectors were removed I used an Ohmmeter to verify the DS and FTP switches by looking for continuity to ground when the switches were activated. The simplest way to implement this mod is to cut & splice a wire between the green wire coming from the DS switch to the yellow wire going to the FTP input on the Blue C4 connector. I also added a switch so that the High/Low beam operation could be set back to the OE configuration for the annual state inspection. This method is relatively simple and utilizes the BCM’s built in FTP all-headlight-on feature but there is one disadvantage – If you shut down with the with the dimmer switch in the high beam position the headlights will not automatically shut off.
As DM pointed out the benefit of JK’s harness is that it delivers max power to the headlamps. A while back I measured the drop on each high beam bulb on my 03 and it was about 1volt which is significant considering power lost (I2R). The OE setup on my 03 has separate high/low beam relays, feeds, and grounds for each bulb and the power for the bulb isn’t switched inside the cab like it was on my 98 K3500 (also 01/02's ?). The BCM drives relays in the under hood fuse box so all the power wiring is under the hood.
I originally built an add-on relay box with separate 10 gauge wires for each bulb and a single point ground wire that tied directly to the battery terminal but I didn't like the way it came out (too sloppy) so I never installed it. It used diodes to get all the lights on similar to the JK harness. I might rebuild it someday but the FTP method is a definitely an improvement … The JK harness or equivalent would be even brighter.

wonder if I modified a kit for my Plow lights would make a difference?

A quick test would be to measure the voltage drop between the battery and the light with the engine running.. probe as close to the light as possible..
