The drain fuel line going from the fuel filter to the drain valve at the front of the motor on my 94 6.5 is leaking. I was wondering if any one has ever replaced this with the intake and motor in place. How hard or easy is it to replace with everything in place and is there anything I need to move (like the fuel filter bracket and cartridge) ? It looks like a 3/8 fuel hose and looks simple, I just don't want to mess with anything complicated in the back by the filter.

It's no problem. Just unbolt the filter and lift it up some. Fish the new hose underneath the manifold. Take you 10 minutes.

I need about 4 feet of 3/8" fuel line with hose clamps is that all?

IIRC, isn't the fuel size 1/4" ID Fuel line

You can fish it underneath the intake, you'll basically have the rear fuel filter housing loose enough to get your hands around and a little under the intake to fetch the hose.
