Greetings!
On the bottom of the WIF sensor, there appears to be a port. What is the purpose of the port?

Water drain. If you get, or suspect you got water, it will drain from there. A piece of 1/4" fuel hose fits nicely over the nipple, otherwise your frame will get washed with fuel when you use it. The frame has a high temp hard wax coating that doesn't get along with #2. If you are seeing, or see, bare metal in that area, that's why.

Does it automatically drain, or can you "help it along" with a vaccum pump?

DO NOT use a vacuum pump. If you do, it will pull air into the system from who knows where.
Place a hose onto the nipple and open it about 4 turns. You can either just open the top bleeder and let gravity do it, or you can leave the bleeder closed and pump the primer. Using the gravity method will fill the filter with air you will have to bleed later. Pumping the primer method will force out all that is in the bottom of the filter and maintain a primed filter. A generous water wash down below the drain (after you've closed it) will help prevent the fuel from washing away what you don't want washed, like the frame coating, knuckle grease, etc.
BTW:
All this (as well as filter changes) will be much easier and thorough if you remove the fender liner. It only takes a couple minutes to R/R, and lets you have a clear view of the whole works.
