Check the brass fitting that comes out of the top of the injection pump,the return fitting.If you find some plastic bits in there,You'v found the problem.A john deere skidder,with a stanadyne pump was doing the same thing,turned up some bits in the fitting,cleaned it out and the idle returned.Bad news is the plastic bits come from inside the pump.I forget what it is called but they start to break down,the begining of the end.

What you are refering to is the FLEX RING

The later pumps or rebuilds did away with this problem.

If the flex ring is going away the engine will or can get whizzy, as in will race and then the RPM will fall off and die.

My bet is the IP is just used up and its tired.

Probably a good time to be yanking it out and getting the little creature rebuilt.
