6.5TD no fast idle

I've got a 95 6.5TD just recently when starting cold I have to push the pedal down to get it to start and stay running(before just turn key and fast idle would take over) Ideas on which controller/s to check? Not much smoke when started so glow plugs are probably worked okay. ???

Try disconnecting the engine temperature sensor. This'll fake the computer into thinking it's -40 degrees F.

If there's a fast-idle, it should happen then.... :)
