Can't go over 30 mph

Hey Guys
got a 6.2 turbo diesel cant get it to go over 30 with out bringing the RPMs up to almost 3K any suggestions on the problem motor is running great I have 128000 on the od only recently had problems starting in the cold but thats fixed with glow plugs. just started not wanting to go fast. tranny fluid is red and doesn't smell burnt so whats up?

Is it a 6.2L/6.5L mechanical engine you're working on, or a 6.5L electronic?
