I just replaced my primary pump and found that my vacuum pump wasnt hookled up to my turbo actuator any longer. So i changed the pump, hooked the line back up and i only pull like 1-5lbs of boost, 5 lbs being at max under a full load like uphill on a highway at 70 mph. Could my Vacuum pump be not strong enough to hold the wastegate actuator closed so i can run normal boost. Eveything is stock and i'm blowing a load of black smoke under any type of load. MPG isnt bad similar to what i nornally got so i dont know what to say. I thought the wastegate actuator was weak, but after I found the vac pump line off i figured maybe it was just that. I still have a known good actuator to work with but I think its the Vac pump possibly. anybody have any suggestions

You will need a vacuum gauge.

Should have 25" at vacuum pump and 15" at wastegate actuator.

Agree above advice.
The vac 'harness lines abrade/crack ; the solenoid activator (drivers side valve cover) can stick .
The boost pressure isn't far off for stock , maybe if drive at 3000rpm for 5 minutes the smoke will be cleared out of soot trap.
