It is my understanding that the lever on the side of the pump operated by the cam on the throttle shaft retards, not advances the pump, as is suggested by the article (mechanical light load advance). Am I missing something?

The lever is called Light load advance in every manual i've checked, It's been awile since i was inside a pump I but I remeber thet is does avance the timing by 2 or 3 degrees, so the name is correct.
