Good Day!
My 95 Sub (see signature) almost always returns > 20 mpg on the highway. Beware, however:
1) I drive only the speed limit, which around here is mostly 65mph, a little 70;
2) our Sub is a mostly 3/4 ton labelled as a 1500, so has 3.42 gears (most 2500's will have 4.10 gears). This has an impact: When the 95 pickup went from 3.80 effective ratio (4.10 gears, 8% oversize tires) to 3.08 effective ratio (4.10 gears, 4% oversize tires, Gear Vendors Aux. OD (0.78)), I picked up ~ 2 mpg, as best I can determine.
I think there's a chance that having taller gears might have a little more mpg impact than the GV - I don't get the advantage of the GV until I'm cruising, as it won't engage automatically until > 48 mpg; I usually manually engage it when I've reached cruising speed.
Blessings!
I can get almost 17.5 with mine. The extremes are a K2500 Suburban (4x4) and a 4x2 Tahoe. The Sub is both taller and heavier than a 4x2 version, and the 3/4 ton makes every part beefy. For the best mileage, go Tahoe, find the lowest numerical rear-end, put on lighter wheels, put on a front air dam and lower it a bit. I don't know what mileage you would end up with, but a lot better than 17!

Good luck finding a good Tahoe, they didn't make many with the 6.5.
The Tahoe obviously doesn't weigh in as much as the Suburban. The Tahoe I'm taking about is also only the 4WD 2 door version. There were a few ultra rare versions with in a 4 door configuration, but nothing after '96 for those. The advantage for a 4 door tahoe or a Suburban would be so minimal, especially if the above mentioned 3.42 4x4 burb above is getting at or better than 20mpg, impressive, but also at lower speeds and very conservative driving.

I have consistently averaged 18.5 with my 1995 Yukon (4x4 2dr 6.5TD) - with better mileage in the hot summer. I just completed a trip where I averaged 20 mpg cruising 60-65.

I have been getting around 20 on trips, keeping the speed to 65-70 tops.
In town average has been around 15.
I just added the exhaust, works & sounds better on the truck than it has in my garage for the past year, we'll see what kind of improvement it gives.
I have seen quite a few Tahoes on ebay, I have seen -0- 4 door models, unless it was a conversion.
