i have a '99 6.5 turbo 3500 that smokes so bad under a load people flag me down to tell me i'm on fire. Black smoke, replace injector pump, dealer didn't find any codes, repaced turbo 30 days ago (now it is throwing oil), lacks power. service engine soon light on almost all the time

If you've got the SES light on, that means there is a code. Try another dealer - or even a local auto store like Advance or Auto Zone will read it for free. Sounds like a turbo problem - typically symptoms like yours are due to a problem with the vacuum system (usually cracked/broken vacuum lines) or the wastegate solenoid. If that's what it is, it is a pretty easy fix. Another thing to check would be your exhaust crossover pipe for leaks/holes.
