I have narrowed my lack of highbeam problem down to some relay looking thing on the steering shaft. It has a rod that actuates when the hi beams are selected on the stalk. The part that makes the 'click'. It is white in color and on the outboard side of the shaft behind the false panel on the bottom of the dash. Since I dont know exactly what is called the local parts houses don't know what to look up. Thanks for your help!
