Trouble code 18

What does trouble code 18 mean? Is it time for a new injection pump? Vehicle is 1995 Chev, 2500, 4wd, 6.5Td, 7200gvw, 210,000 miles. Injection pump has 163000 miles on it.
Any comments or thoughts will be appreciated.
