accelerator pedal delay

I have a problem with delayed response when the pedal moved directly after a key start. At first this problem was identified via a code 23. Upon changing the ECM, Prom, and pedal I still have the problem. The parts mentioned were ordered from GM and the prom is a direct replacement. Is there any old school knowledge of hard knocks that has run into this before. Where else can I look. If the ECM, Prom,Pedal, and PMD are new where do you look?

Not knowing what year,Have you ever taken every ground and cleaned? Up grade the battery post.
How old are the battery? Always replace both with matching sets.For some reason the Elect. on these trucks must be in top order at all times.

are the stored DTCs pump codes? If the closure time is off the cruise will kick out. Can make the throttle "touchy" too.
