Weight Distributing Hitch

With a properly functioning weight distributing hitch should tongue weight be distributed to the axles of the travel trailer, in addition to the tow vehicle...or just the tow vehicle? Is there a calculation or general rule of thumb that would provide the percentage of the total tongue weight that would be distributed to the axles? For example (and I'm guessing here) 20% to TT axles, 80% to TV rear axle and 20% to TV front axle.
