Help w/front bumper adjustment

I was looking at the truck today and realized the driverside is a little higher than the passenger side. Its not off by much but is noticeable (atleast to me esp. now!) Anyways I havent looked at it yet, does the bumper have some adjustment to it?

I was looking at the bumper today. Do I have to remove the black top cover to get to the bolts? It seems like I should have some room to work with up and down.
