After installing a beautiful set of Rickson (www.ricksontruck.com) 245/70R 19.5" tires/wheels on my 2001 dually, I've severely reduced my braking performance. With 56,000 miles, my OEM disc pads look practically new and the rotors appear to be in great shape w no bluing or grooves.
How can I achieve better braking performance?

Change both the front and rear pads to Performance Friction z stops or just normal Performance friction carbon pads. the pads are slightly softer then OEM and really work great , the hotter they get the harder they grab! If you dont have break pulse now just do a pad slap , you should notice about 10~15% better stopping power and feel more predictable.

during an act of desperation, I installed the cheapest rear pads NAPA had. They cost me about $25 and are so far doing great, even better then my factory pads. They may not last as long as some but in a pinch (dropped a pad during some unrelated repairs and it broke apart)and for the money there pretty good.

How can I achieve better braking performance? Did you correct the speedo? 245/70r/19.5" are at 33.0"+ dia., what is the dia of the tires you took off, "smaller"?, then ABS function maybe not within specs now!

We sell a lot of the Power Slot rotors and Hawk HPS pads to increase stopping performance and reduce fade too. I think that might be a good idea for you.
