Adjusting torsion bars

I tried the torsion bar tweak yesterday and did'nt get much out of it. I turned the drivers side 5 turns and passengers side 4 turns. The truck is level from side to side but the front end only came up 3/4 of an inch from top of tire. From the bottom of the flair to ground my front is 38 1/4 and the rear from flair is 39 3/4. I don't think this 4X4 was meant to ride level. What type of measurements do you guys have compared to mine?
