wait to start light keeps blinking

mainly in the mornins when my engine is completely cold, and only sometimes after i have driven, but when it is colder outside, my wait to start light keeps blinking. this is my first experience with a diesel, it's a 1997 1500 silverado 6.5L TD. is this normal or do i need new glow plugs or what?

If it only keeps blinking after you first start a cold engine and then it stops, then it is normal, the computer is cycling the glow plug relay so the glow plugs stay hot and not cause the engine to have a rough idle or emit white smoke at startup.
