Engine Code #36-What is the Cause of this?

My 94 6.5 is slow to respond at low RPM, sometimes when it starts it runs very slow. I cleared codes and code #36 came right back. I think it is injection pulse too wide. What does this mean and what could be the cause, I was wondering about the timing chain being stretched. Looking for idea's on this one.

What changes have been made/upgrades if any?
On the back of the IP there will be a model number. This can tell us more about the IP
