Breather pipe?

There is a 3/8 inch pipe that runs down the passenger side of the engine just behind the serpentine belt and has an open end near the bottom of the engine. What is this pipe and should there be some oil blowing out of it?

thats your crankcase vent and yes a small amount of oil residue there is normal.
