6.2D cracked block - water leak

My engine has a 10-15cm crack just over the frost plugs. Seems that this have been welded before.
Found this out when water started to disappear from the cooling system...
Is there any way to fix this with the engine in the car(Suburban -88)?
Seems I have been the victim of a fraud, changed engine a year ago....and this is what I got.

There's probably some temporary ways, but considering your location and climate, IMHO it would best to have a specialist advise on the best way of repair, which will likely involve pulling the engine.
